Why do I get taxed twice on my mutual funds?

I paid a hefty capital gains tax on my mutual funds because my mutual funds sold stock in 2007. I then sold the mutual fund at the end of the year and had to pay even more tax because of the gain in value. With so much tax to be paid I would have been better off in a CD.
